Examples of criteria for acquisition that has improved environmental performances
In order to assist the tenders arrangers in government ministries and in the market in general, below is a list of the possible environmental criteria in various procurement categories. The criteria were written with the assistance of the Ministry of Environmental Protection, and can serve the tenders arrangers in writing the specifications for a tender in accordance with the level of the green acquisition they will attempt to achieve in the tender, to the availability of suppliers in Israel that can provide a response to the demands at the time the tender is issued, and the analysis of the tender’s arranger as to the influence of adding the criteria on the price achieved in the tender. The criteria listed below are only examples. More comprehensive recommendations will be introduced on the internet site of the Ministry of Environmental Protection.
Printing and photocopying paper with a composition of at least 50% recycled fibers with a weight of 75-80 gram.
This paper requires an Israeli Green Label (Approval by SII) number IGTD 104, or a label by an organization that is a member of GEN – Global Ecolabelling Network.

Photocopying and printing paper with a contents of at least 90% recycled fibers, weight 75-80 gram
- This paper requires an Israeli Green Label (Approval by SII) number IGTD 104, or a label by an organization that is a member of GEN – Global Ecolabelling Network.

- Approval by an accredited laboratory with an ISO17025 Standard that visited the production site and approves that the recycled cellulose rate in the paper stands on at least 90% (ninety percent), or a proof of the existence of an international green label for the product out of the list that appears in the following link: http://www.globalecolabelling.net/members_associates/map/index.htm , providing that on the elected international label there is a demand for at least 90% recycled cellulose in the paper or a confirmation by FSC/PEFC that the product contains at least 90% recycled cellulose in the paper.
Photocopying and printing paper in which the source of at least 50% of the fibers comes from managed forestry, with a weight of 75-80 gram.
- This paper requires confirmations attesting that the source of at least 50% of the fibers in the paper is from managed forests. For this, confirmations by the organizations PEFC or FSC or SFI, will be accepted.
- With regard to the subject of virgin cellulose (and the virgin only) no confirmation of FSC/PEFC recycled will be accepted, which relates to recycled cellulose.
- In respect to forests confirmations managed in a sustainable way, confirmations will be accepted related specifically to the proposed product (the brand) in the framework of the tender. Additionally, the product wrapping (a package of 500 sheets) is required to contain clear labeling attesting that the product was confirmed to one of the standards of managed forests as mentioned above.
Projectors
- An eco mode setting characteristic (reduction of electricity by 15% compared to normal consumption)
- Energy consumption during standby less than 0.5W
- Permitted energy consumption in a full white screen will be below the equations detailed in standard Ral-UZ 127. Attention must be given that the standard allows deviation from the equation, for specific configurations, and see clause 3.2.1, of the standard. The calculated energy consumption calculated in accordance with the standard requirements must be presented and show that it is below the result of the following equation ansi lumens * 0.065 + 98 watt (with reference to deviations if permitted)
- The noise level in the ON position does not exceed 50 dB.
- A report must be presented regarding the measured noise level in accordance with standard ISO7779:1999.
- A product with a TCO label or a Blauer Engel Label or one of the labels detailed on the Global Ecolabelling network at the address: http://www.globalecolabelling.net/members_associates/map/index.htm will be considered as meeting the environment items, providing a valid confirmation is presented.
Scanners
- The product shall have a RoHS Compliant confirmation (A signed manufacturer’s declaration must be submitted) or the European CE confirmation.
- The product shall have an Energy Star Label for imaging equipment version 2.0, or have an accredited laboratory confirmation that has an ISO 17025 Standard, that it meets the standard requirements. A product that has an Epeat standard or Nordic Ecolabel – Nordic Swan, will be considered as meeting the requirement.
- The product will have a green label appearing on the following link: http://www.globalecolabelling.net/me mbers_associates/map/index.htm or has a confirmation from an accredited lab that has the standard of meeting the requirements of the ISI17025 standard, will be considered as meeting the requirement if it appears as a requirement of the standard specifications.
