For the past two years, the Government Procurement Administration has been expanding innovative platforms and procurement tools, and digital systems to promote, improve, and streamline the procurement processes for suppliers and ministries

A NAAMA (Government Tenders Writing Procedure) system

 

The YOTAM (Creating a Tender Template) – a running system

The system creates simple multistage tender documents in a structured and intuitive process. The system produces tender documents in a simple uniform structure on the basis of government-wide texts in accordance with the characteristics of the tender and the Mandatory Tenders Law. The template serves as the basis for sending information and learning lessons, with the objective of improving the quality of the tenders, removing obstacles, and increasing the number of suppliers.

Tenders committees management

The system provides a response to a tender's committee work process, from the RFI stage to the committee's professional party, through setting the agenda, documenting the discussions and decisions, and issuing digitally-signed minutes, to the public publication of the decision and/or request to the exemptions committee (if necessary).

The system is intended to streamline the committee process, retain organizational information, enable monitoring, and control, and more.

 

Digital tenders box

The digital system for submitting a response to a government system is intended to simplify the process for submitting bids in tenders, while removing obstacles, and encouraging competition.

  • Obtaining confirmation that bids have been submitted.

Other systems

 

YAHALAM system

The system that helps ministries create structured and uniform requests for quotes in an abbreviated procurement process pursuant to the instructions of the Accountant General.

The system shortens and streamlines abbreviated procurement processes, while increasing business competition and expanding the range of suppliers and service providers to the government.

The system's advantages

  • A uniform request to suppliers, which can be adapted to the needs of the customer.
  • Selection of suppliers from an up-to-date suppliers database, which enables the registration of all government suppliers.
  • Management of suppliers' questions and the ministry's responses.
  • Option of scoring and ranking bids and comparing bids.
  • Personal area for the ministry and the supplier, which summarizes all the requests, bids, statuses, and alerts.

 

Digital competitiveness system

This system enables competition between suppliers registered in the main tenders of the Procurement Administration (at this time, the system is used for digital and tech tenders, and will soon support other tenders). The system enables a full digital competitive process, from the competitive request, through retrieval of the list of suppliers, submission of questions for clarification and the responses, to the selection of the winning supplier, the results of the minutes of the opening of the tenders box, and summary of the competitive process, and finally, the suppliers' evaluation mechanism.

 

The Innovation Arena – under construction

A two-way internet dialogue portal between the government and the private market, which includes a challenges area, digital RFI area, and an area for proposals of innovative solutions to public government challenges.

The Challenge Tender

The Challenge Tender seeks to find solutions for dealing with challenges facing the government. Challenge tenders focus on presentation of the problem while avoiding a focused definition of the solution required and its characteristics. The objective is enable different, innovative, and original ideas for dealing with the problem through the tender.
